The statement of standard for Outdoor Recreation Activities Programs

Some standards will have a definition, in italics, immediately below the standard box. Definitions are also listed in alphabetical order in the ‘Definitions’ section of the pre-text Material. Policies relating to the standard are listed below the standard box in plain text, each having a boldface reference number to the left of the policy statement. Some standards have discussions following the policies. These are intended to give additional information, background and reasoning for the proceeding standard and policies.

The objective of this manual is to provide an easy-to-use reference guide to the minimum
standards and policies that staff and Outdoor Recreation Centers must comply with in delivering outdoor and wilderness programs to military communities for MWR. It is acknowledged that there are a wide range of activities, challenge levels, behavioral approaches and locations used by the many staff and Outdoor Recreation Centers providing outdoor and wilderness activities programs. Staff and Outdoor Recreation Centers with suggestions for amendments to the manual that would improve the level of safety for participants in these programs are encouraged to follow the amendment process. In this way, the manual can evolve and respond to specific program needs and changing conditions that affect safety management in outdoor and wilderness programs.
